NYPD’s Use of ‘Broken Windows’ Crime-Fighting Strategy Comes Under Fire

 The Justice Department is mulling whether to investigate NYPD’s use of the controversial crime fighting strategy known as “broken windows,” the New York Daily News reports.

The Justice Department Civil Rights Division is considering a request from six members of Congress to investigate whether black people and Hispanics are disproportionately affected by quality-of-life violations.

“When a systemic pattern or practice of misconduct is determined to exist, we have the authority to initiate civil action against state or local officials to remedy the misconduct,” wrote Justice Department Assistant Attorney General Peter J. Kadzik.

The Congress members said plenty of evidence exists against the NYPD.

“It’s now our job to convince the Department of Justice that the evidence exists to open a pattern and practice investigation,” said Congressman Hakeem Jeffries. “The police department in New York City is out of control right now. It seems as though every day a new video surfaces of an officer brutalizing someone in the black and Latino community.”

 

FBI Reports Positive Leads in Search for Americans Who Joined ISIS Fighters

The FBI’s appeal for more information on Americans joining ISIS has led to strong leads, ABC News reports.

“The FBI tips website that was announced yesterday has received a substantial number of web visits, some of which have generated leads,” another FBI official said Thursday. “We continue to call on the public to report suspicious activity of travelers in support of a terrorist organization or information about the subject speaking with a North American accent in the video issued by ISIL on September 19.”

The news comes after the FBI announced a new tip line devoted to capturing Americans involved with ISIS. Among those under investigation is a man who is featured in an ISIS video called “Flames of War.”

“In the video, a man whose face is obscured by a mask alternates seamlessly between English and Arabic in pro-ISIL [ISIS] pronouncements intended to appeal to a Western audience,” the web post Tuesday said. “Dressed in desert camouflage and wearing a shoulder holster, the masked man can be seen standing in front of purported prisoners as they dig their own graves and then later presiding over their executions.

“The FBI needs your help identifying the individuals in this video as well as anyone traveling abroad to join terrorist groups,” said the FBI post.

U.S. authorities estimate roughly 100 Americans have joined militant groups in Iraq and Syria.

 

 

FBI Director Comey: ISIS Has Demonstrated No Resources to Attack America

Does ISIS have the resources to strike the U.S.?

FBI Director James Comey said Tuesday that the terrorist organization has shown no “capacity or resources” to pull off such an attack, the Courier-Journal reports.

Comey dismissed suggestions that the Obama administration missed the emergence of ISIS.

“From the FBI’s perspective, I don’t think it is anything we missed,” he said.

Comey was in Louisville as part of his tour of every field office in the U.S.

Because of the surveillance after the Sept. 11, 2011 attacks, the U.S. is “much safer” because of additional resources given to the FBI.

ATF Badge, Gun Emerge from Drought-Dry Dam in California After 22 Years

A fisherman’s catch in a drought-dry dam at Castaic Lake in California was quite the surprise.

Instead of pulling out a fish, the Castaic man reeled in a bag containing a gun and badge issued to an ATF agent, CBSLA.com reports.

The water line has receded 151 feet, the Los Angeles County Sheriff’s Department said.

(Correction: An earlier version of the story mistakenly said the badge was lost by an FBI agent. It was an ATF agent)

Turns out, the backpack was lost by an unidentified ATF agent who was enjoying a day at the lake in 1992 when the bag fell into the water.

“As I opened it up a gun fell out,” the fisherman said. “I opened the wallet and there was a badge. I knew that I better go find the sheriff’s and give it to them.”

Authorities Caputure Vincente Carillo Fuentes, Head of the Juarez Drug Cartel

The suspected leader of the Juarez drug cartel, Vicente Carrillo Fuentes, was captured in the northern Mexican city of Torreon, Mexican officials announced Thursday, according to the Associated Press.

The wire service reported that Carrillo Fuentes, 51, is believed to have headed the cartel founded by his late brother, Amado Carrillo Fuentes.

DEA Administrator Michele M. Leonhart issued a statement following the arrest:

“The Drug Enforcement Administration congratulates the Government of Mexico on the arrest of Vicente Carrillo-Fuentes, one of history’s most notorious drug traffickers. Carrillo-Fuentes was the leader of the Juarez Cartel and facilitated murder and violence in Mexico while fueling addiction in the United States and across the world. Once again, our valiant partners in Mexico who pursue these dangerous criminals should be lauded for their efforts.”

One of FBI’s Top Most Wanted May Have Died More Than Two Decades Ago

One of the FBI’s Ten Most Wanted Fugitives may have been dead for more than two decades.

WUSA9 reports that the FBI plans to exhume a body that bears a “strong physical resemblance” to Bradford Bishop, who has been wanted for allegedly murdering his mother, wife and three sons in Montgomery County in 1976.

The body is of a man who was killed while walking on a highway inAlabama in 1981.

Bishop was indicted by a grand jury in March 1976 for the murder of his family.

Obama Administration Denies Congressman’s Claims That ISIS Members Caught at U.S. Border

The Obama administration is denying claims by a Republican Congressman that at least 10 ISIS fighters were caught trying to cross the Mexican border in Texas, the Daily Mail reports.

Rep. Duncan Hunter said Tuesday that the Border Patrol told him that the extremists were captured at the border.

Homeland Security responded by calling Hunter’s claim “categorically false.”

“The suggestion that individuals who have ties to ISIL have been apprehended at the Southwest border is categorically false, and not supported by any credible intelligence or the facts on the ground,” a Homeland Security spokesman said in a statement

“DHS continues to have no credible intelligence to suggest terrorist organizations are actively plotting to cross the southwest border.”

Still, Hunter’s spokesman pressed forward.

“The congressman was conveying what he knows – and what he was told,” the spokesperson said in a statement.

“It makes sense that the left hand of DHS doesn’t know what the right hand is doing – it’s been that way for a long time and we don’t expect that to change.'”
