The security specialist participates as a member of  integrated government/​contractor teams providing information assurance/​information systems security support to organizational activities.​  The specialist performs risk assessments and security testing as part of a security engineering team.​  The specialist analyzes system security on a variety of information systems, network devices (firewalls, routers, and switches), web server and database applications.​  The specialist supports the certification and accreditation process for IT systems and networks  including preparation of key documentation and planning and conducting security tests and evaluations, analytical and systems engineering for development of strategic plans and security architectures for government activities.​  The security specialist also develops and/​or analyzes information systems security requirements.


Two to five years general information assurance or information systems engineering experience.​  Certified Information Systems Security Professional (CISSP) certification and Department of Defense experience preferred.​  Knowledge of commercial and government information assurance automated tools (e.​g.​ Retina, ISS Scanner, DISA Gold Disk) preferred.​  Professional certifications such as CISA, SANS, GIAC, MCSE, and CCNA are a plus.


B.​ S.​ in Computer Science, Information Systems, Engineering or other related scientific or technical discipline is required.

Minimum GPA of 3.​0 is preferred.

As the Physical Security specialist, you will provide support to the Industrial and Physical Security Division to perform physical and industrial security activities and operations, Sensitive Compartmented Information Facility (SCIF) accreditations, TEMPEST, Public Key Infrastructure (PKI) and Access Control to ensure all customer and contractor areas (CONUS and OCONUS) are in compliance with all DoD and IC policies, regulations and directives, such as DCID 6/9, NISPOM and NISPOM Supplement, DoD C-5200.19, and National Security Telecommunications and Information Systems Security Instruction (NSTISSI) 7003. Identify and collect trend analysis, metrics, and performance improvement information.

Responsibilities include:

* Ensure that all customer and contractor areas (CONUS and OCONUS) have met all DoD and IC standards for processing, handling and storing Sensitive Compartmented Information (SCI) and Collateral classified information prior to formal accreditation as a SCIF or secure area.

* Provide recommendations and guidance for new facilities and those to be renovated.

* Analyze complex physical security issues and provide cost-effective recommendations that meet policy requirements.

* Perform and conduct site security surveys, including compliance of technology equipment supporting SCIFs and collateral areas (e.g., access control, intrusion detection systems, locks, destruction devices, secure phones, etc.,), prior to SCIF accreditation.

* Review and, if required, prepare Fixed Facility Checklist and documentation supporting the accreditation process.

* Investigate, and provide written impact statements or recommendations when deviations from standards are discovered and the resolution, for all SCIFs and collateral areas both government and contractor CONUS and OCONUS.

* Perform staff assistance visits. Provide guidance on implementing security requirements.

* Update and maintain appropriate records, accreditation packages, approvals, (e.g., database and hardcopy), Co-Utilization agreements, collateral areas, status remarks, expirations, and inspections (staff assistance visits), etc.

Position Requirements:

* Minimum of 3 years experience in the physical security discipline.

* Ensures that physical security requirements are met.

* Provide recommendations and guidance for new facilities and those to be renovated.

* Analyze complex physical security issues and provide cost-effective recommendations that meet policy requirements.

* Perform site security surveys to determine if facilities meet requirements for Facility (SCIF) accreditation.

* Works with internal and external organizations for solutions for new and developing physical security programs.

* Provide security guidance to customer, managers and external customers.

* Serve as liaison between the customer and security elements and external customers.

* Monitor security applications through review and analysis.

* Provide recommendations for formal approval of all customer SCIF’s and collateral areas, both government and contractor, CONUS & OCONUS.

* Ensures compliance with DCID 6/9, “Physical Security Standards for SCIF’s”, and DoD standards for collateral areas and is familiar with all related and supporting DCID’s, DoD policies, standards and Executive Orders.

* Be familiar with security technology and equipment supporting SCIF’s and collateral areas.

* Review and, as required, prepare the Fixed Facility Checklist and drawings supporting the accreditation process

* Risk management – Conducts surveys and renders recommendations and, if necessary, impact statements when deviations to standards discovered. Recommends deviations, when appropriate and fully justified

* Investigate and prepare impact statements, and make recommendations on security violations on SCIF or collateral matters

* Provide guidance as required in implementing security requirements

* Review and, as required, prepare the Fixed Facility Checklist and drawings supporting the accreditation process

Security Requirements: U.S. Citizenship and an active TS/SCI clearance completed within the last 5 year and are willing to submit to an initial and random polygraph.

Job Description

1. Security Program domain expert supporting the Business Unit-wide product security compliance to Philips Healthcare (PH) Policies while supporting customer security needs including:
• Coordinate all activities and be the lead consultant in technical and process activities to support Product Security.
• Implement and monitor product security policy and process compliance and provide guidance and reporting on implementation.
• Execute security & privacy initiatives; oversee Product Security Risk Assessments and monitor follow-up risk management plans.

A Forensic Scientist I at Pay Range 46 ($47,424.00 – $64,043.20 annually) is responsible for applying the physical sciences to the investigation of crimes by learning to perform laboratory examinations of physical evidence submitted to the Police Department Forensic Services Section. An employee in this class receives extensive training under direct supervision for the duties listed under the common duties section.

A Forensic Scientist II at Pay Range 49 ($55,161.60 – $74,464.00 annually) performs specialized forensic evaluations utilizing chemical, microscopic, and chromatographic techniques and instrumentation to examine, identify, and evaluate physical evidence. A Forensic Scientist II is recognized as an expert in at least one area of forensic science, which may include blood alcohol analysis, controlled substance identification, toxicology, serology/DNA, arson, or trace evidence analyses. A Forensic Scientist II may conduct field investigations at crime scenes to search for, collect, and preserve evidence for laboratory analysis, and reconstruct situations and physical evidence of a crime in the demonstration of proof of the connection of persons, instruments or materials with the crime. This class is considered a journey-level position in the Police Department Forensic Services Section.

Forensic Scientist III at Pay Range 53 ($67,371.20 – $90,979.20 annually) performs highly specialized forensic evaluations in connection with the identification and comparison of physical evidence submitted to the Forensic Services Section. The scientific analyses performed involve utilizing chemical, microscopic, and chromatographic techniques and instrumentations to examine, identify, and evaluate physical evidence. A Forensic Scientist III operates, maintains, programs, and interprets data from highly technical and/or computerized instrumentation such as an automated blood alcohol analysis system, a gas chromatograph/mass spectrometer, or DNA related equipment. Further responsibilities include preparing and conducting officer training; assisting with the development and monitoring of a quality assurance program; conducting field investigations at crime scenes; troubleshooting; maintenance and validation of instrumentation; method development and validation; consulting and coordinating with experts, police officers, and attorneys.

Common duties for the three classifications include: utilizing chemical, microscopic, chromatographic and comparative techniques and instrumentation to examine, identify and evaluate physical evidence which may include: hair, fibers, fabrics, suspected drug-containing substances, fire debris, paint, glass, soil, blood, urine, other biological substances. Additional duties include: performing serological examinations in order to identify bloodstains according to origin; interpret comparative data from highly technical DNA examinations to determine the source of submitted specimens; perform immunoassay techniques for screening of blood or urine samples for presence of drugs and utilizing GC/MS and LC/MSMSMS for confirmation of detected drugs; entering data into the Combined DNA Index System (CODIS); preparing technical reports, preparing findings for court presentation, and testifying concerning scientific facts. A Forensic Scientist I may progress by noncompetitive promotion to the classification of Forensic Scientist II and, Forensic Scientist II may progress to Forensic Scientist III after successful completion of all requirements stipulated in the criteria-based promotion plan, which include four years of forensics experience for Forensic Scientist II and seven years of forensics experience for Forensic Scientist III. All classes are FLSA exempt-professional.


Minimum Qualification(s) Required. Forensic Scientist I – Graduation from an accredited college or university with a Bachelor’s or advanced degree in Biology/Biochemistry, Chemistry, Forensic Science, or a closely related natural science, and 24 semester hours of college coursework in chemistry and/or toxicology.

At least seven years experience as a Forensic Scientist in a recognized laboratory actively engaged in the forensic sciences; experience testifying in court as an expert witness; and state-of-the-art expertise in a specialized area of criminalistics.

Special Requirement(s). Forensic Scientist I, Forensic Scientist II, and Forensic Scientist III – Because of the confidential, sensitive nature of information handled, successful completion of a background investigation and polygraph is required. Must possess a valid Arizona Driver’s License by hire date.

Substance Abuse Testing. Forensic Scientist I, Forensic Scientist II, and Forensic Scientist III – Due to the safety and/or security sensitive nature of this classification, individuals shall be subject to pre-employment or pre-placement alcohol, drug and/or controlled substance testing as outlined in City policy and procedures.

Preferred/Desirable Qualification(s). Forensic Scientist I, Forensic Scientist II, and Forensic Scientist III – Experience as a Criminalist/Forensic Scientist in an American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) accredited laboratory actively engaged in the forensic sciences and testifying in court as an expert witness. Analytical experience conducting blood alcohol analysis, urine and blood drug screening and confirmation analyses and related court testimony. Experience with method development and validation procedures for GC/MS and LC/MSMSMS.

Update: Police Say of FBI Agent Who Crashed Car and Killed Teen: Alcohol and Excessive Speed “Likely Contributors”

WASHINGTON — Authorities said Wednesday that a D.C. FBI agent involved in a crash Monday night that killed a teen in suburban D.C. submitted to a breathalyzer test and that alcohol and excessive speed seemed to be “likely contributors.”

Cpl. Henry Tippet, a spokesman for the Prince George’s County police, told that  Lawrence Garner, 18, was heading southbound on North Keys Road in Brandywine, Md.,  in a 2002 Hyundai Sonata shortly before 10 p.m. when a northbound car, a 2002 Mitsubishi Montero,  driven by the FBI agent,  crossed the center line and struck Garner.

Garner died and a male passenger in the car was treated at the hospital where he had been listed in stable condition, Tippet said.

The FBI agent was arrested and released around 2:40 a.m., Tippet said.  No charges were filed. Tippet said the matter is under investigation and the state’s attorney’s office will ultimately decide whether to file charges.

Authorities did not release the name of the agent, who recently transferred from the FBI’s Newark Division to Washington.

Paul Bresson, an FBI spokesman at headquarters said: “We are aware of the accident that involved one of our agents that resulted in a fatality and pass along condolences to the family and friends involved in this tragedy.”

The FBI declined to comment on the job status of the agent.

MTV has posted a photo of Leonardo DiCaprio playing the late FBI director J. Edgar Hoover in the upcoming film “J Edgar”.

The film, being directed by Clint Eastwood, has been generating a buzz, particularly because Hoover is reportedly going to be portrayed as having an ongoing affair with his right hand man in the bureau, associate director Clyde Tolson.

MTV reports that the film is currently in production.

Eastwood has a reputation in Hollywood for quickly producing films. This one is expected to be out later this year.

FBI Searching for Assets in U.S. of Ousted Tunisian Pres. Ben Ali

The FBI is trying to figure out if ousted Tunisian President Zine al-Abidine Ben Ali and other officials have assets in the U.S., the Wall Street Journal reports.

Agents, along with a new Justice Department team, are looking for “proceeds of theft by foreign officials,” the Journal reported.

The paper reported that European nations have moved to freeze funds of Ben Ali they believe were stolen from his country.

Ben Ali fled to Saudi Arabia after he was ousted.
