If the FBI conducted a “more thorough assessment” of suspected Boston Marathon bomber Tamerlan Tsarnaev, the bureau may have been able to prevent the attack, according to an Inspector General report, The Los Angeles Times writes.

The report concludes the FBI should have done a better job handling Russian intelligence that suggested Tsarnaev was embracing Islamic extremism and could pose a threat.

The FBI investigated Tsarnaev based on a 2011 tip from Russia, but the bureau found links to terrorism.

The FBI investigated one of the Boston bombing suspects, Tamerlan Tsarnaev, two years ago after Russia warned about his shift toward Islamic extremism, CNN reports.

Now, some members of Congress are calling for an investigation to determine how Tsarnaev managed to convince the FBI that he wasn’t a threat, CNN wrote.

The Senate Intelligence Committee plans to hold a closed-door hearing with the FBI.

Tamerlan Tsarnaev, 26, was killed by police. His 19-year-old brother was charged with federal terrorism charges Monday.

The FBI has investigated more than 100 suspected Islamic extremists connected to the U.S. military and discovered about a dozen serious cases, NPR reports.

FBI and Department of Defense officials said the suspects – or “insider threats” showed a strong intent to attack military targets, according to the NPR report.

Suspects range from reserve military personnel or people with access to military facilities, such as contractors.

Islamic Extremist or an FBI-Created Extremist?

Federal authorities have arrested an Islamic extremist, but Adam Martin at the Atlantic Wire is skeptical.

Kosovo-born Sami Osmakac is being charged with plotting to bomb Tampa, Fla.-area nightclubs and a sheriff’s office to “avenge wrongs done to Muslims,” according to the AP. But Martin is quite ready to pat the Feds on the back.

“It’s a dramatic-sounding bust for the F.B.I.,” writes Martin, “but becomes a little less so after you learn the guy only had access to the weapons he wanted because an undercover agent provided it.” Martin then quoted a tweet from a British newspaper editor: “Interesting how most terror plots ‘thwarted’ by the FBI are actually fake plots created by the FBI,” tweeted Benji Green.

Osmakac gave an FBI agent $500 as a down payment for an AK-47, an explosive belt and homemade grenades, and asked for additional weapons, obtaining some of the arms after being rendered inoperable by agents.
